Emekli Subay Evleri Transformation: 7 Questions for Buyers
Seven questions before buying at Emekli Subay Evleri, where urban transformation is expected: source, part, decisions, timing, use, building and price.
Because of its location and size, Emekli Subay Evleri (Retired Officers' Housing) has for many years been one of the most talked-about expected urban transformations in Istanbul. This expectation increases investor interest in the area, but it also complicates the decision for buyers. Answering the seven questions below before buying an apartment in a building where transformation is expected will help you make a realistic decision.
1. Where does the information come from, and how current is it?
News, listing texts and word of mouth about the transformation can change over time; something that was true a year ago may no longer hold today. Ask for the source and date of every piece of information, and obtain written confirmation from the building management, the owners and the relevant authorities. Rather than relying on a general “status” for Emekli Subay Evleri, work with the information that is current at the time of your decision.
2. Which part are we talking about?
Part 1 of Emekli Subay Evleri lies on the Büyükdere Avenue side and Part 2 on the Yıldız Posta Avenue and E-5 side. The transformation processes and agendas in the two parts may develop differently, so do not apply information about one part to the other.
3. How will decisions be made?
Bringing a transformation project to life depends on a joint decision by the owners, the contracts signed with construction companies and approvals from public authorities. In large areas with many owners, reaching agreement can take time. Find out in advance how you would take part in the decision process once you buy, and which documents you should ask for. Seeking independent legal advice during this process can also be useful.
4. How long can you wait?
When a transformation will start and how long it will take cannot be known for certain. Over the years various construction companies have shown interest in the area and a number of proposals have been put forward, but such processes can take a long time. Rather than tying your investment plan to a specific date, allow for the possibility that the wait may be longer.
5. How will you use the apartment while you wait?
An apartment bought with transformation in mind is still a home or a source of rental income during the waiting period. If you will live in it yourself, assess the living conditions in the current building; if you will let it, consider tenant demand and possible maintenance costs. The central location and proximity to business districts support demand on the rental side. When planning the length of a lease, it is also worth keeping a possible transformation timetable in mind.
6. The current condition of the building and earthquake safety
The buildings belong to the older building stock. Expected transformation does not remove the need to assess the building's condition today. Make the building's maintenance history, the result of any risky building assessment and an expert opinion on structural safety part of your decision.
7. How much of the expectation is already in the price?
The expected transformation is sometimes reflected in asking prices. When judging the price, look not only at the expectation but also at the apartment's current use value, its part and position, and recent completed sales. Also check the unit's registered use on the title deed (residence or workplace), its share structure and any encumbrances; this information may also affect your position in a possible transformation.
An expected transformation can be an opportunity, but it also carries uncertainty. Rather than basing your decision on the expectation alone, weighing the use value the apartment offers you today together with the lasting advantages of the location puts you in a safer position should there be delays.
Each of these questions may seem small on its own; taken together, they help you see both the risks and the opportunities more clearly.
